It's Just Wrong
I went to a spin class at 6 a.m. this morning.
A rider nearby clearly had had something for dinner last night with a lot of garlic and had not done an adequate job of getting it out of his mouth.
Every time he let out a big breath, I got hit with a blast of garlic.
It's just wrong.

Garlic might kill germs, so he might have breathed fewer germs onto you because of the garlic he ate.

why does garlic smell so good when you walk into your kitchen and something garlicky is cooking and so bad when it is on someone's breath?

May not be his breath. Garlic can be excreted through the pores in the form of sweat also.
